The neighbors below us or the ones below next door (the apartments areset up as buildings divided into four sections) have a dog and when they leave they keep the dog outside in the fenced in little patio area.

The dog won't stop barking.

I am not annoyed at the dog. I am annoyed at it's asshat owners. You do not leave a dog outside all day while you are at work or whatever. The dog needs to be in a loving home where it isn't left outside all day.

"But what is the owner supposed to do while they are at work?"

Maybe have a dog sitter come over or not have a dog until you are ready?

Or they could have picked a breed that's not a yapper. Some are worse than others. Shelties, for examply are notorious problem barkers, and it's difficult to change their habits even when the most consciencious training.

If it wasn't botherering the neighbors, and was provided with adequate food, water and shelter during the day, I wouldn't see anything wrong with just leaving it outside while they worked, especially if they bring it back in when they return. If the fenced patio is about the size of the ones common in my area, then it's at least twice as big as the kennels most boarding places keep dogs in all day (as well as some outdoor home kennels I see some people keeping their dogs in 24/7, which is really disgusting.) Since it is being a bother however, perhaps someone should leave them a polite note suggesting they enroll thier precious beastie in doggy day care?

I saw the dog. It's a sweet little beagle. They just left it outside on a short leash with no water or any food.

Oh now, that's not cool. What's more, it's not humane, and it's reportable to the authorities. Animals must be provided with food, water and shelter, and many municipalities have rules regarding the length of a chain if the animal will be tethered on for any significant amount of time. I thought you were saying it was being kept in a fenced patio (I looked at an duplex style apartment that had one. If you added an appropriately-sized house, it would have been perfectly acceptable place to stash a less-than-perfectly trained small dog for a few hours.)
